Beyond Subsidy: Forced Value Addition
The PLI scheme is not a blank cheque. It is designed to reward incremental sales and deep localization. For instance, in the mobile manufacturing PLI (which attracted Apple contract manufacturers Foxconn, Wistron, and Pegatron), incentives are tied strictly to meeting minimum threshold investments and YoY incremental sales.
The Disbursement Challenge
While committing to PLI is straightforward, claiming the disbursement is rigorous. Audits require tracing value addition down the Bill of Materials (BOM). In FY24, several claims were rejected or delayed due to companies failing to prove local sourcing rules.
